Today more than ever we need real proven leadership in Congress.



When we get people back to work we make citizens that are self reliant and able to provide and care for their families.



Every child is important and together we will make sure all of our children are receiving a quality education.



We must ensure the children of the 51st District are safe. Every citizen of the 51st District should feel safe.


I grew up in National City. Over the years, I’ve found the citizens of the 51st District to be proud, driven, hard-working Americans… people who don’t want a handout. At the same time, it’s clear we’ve had a serious, long-term need to boost our local economy with greater job opportunities… without government assistance.

It’s not too much to ask your Congressional Representative to BRING JOBS to your District!

Brief history:

In 2013 when “The Wrong Juan” (Vargas) first went to Congress, he publicly stated “jobs” were his #1 priority.

  • Today, despite all his bluster, the unemployment rate in the District is a staggering 11%! … By comparison, it’s only 4.2% in the rest of California and 3.8% across the nation (U.S. Bureau of Labor Statistics, 2018) … You’re being cheated!
  • He’s a DO-NOTHING GUY – not ONE piece of legislation in 6 years!
  • By any reasonable standard, he’s a failure on the job. Most importantly, he’s failed you and the great people of the 51st District.


I will change all that!

Think about it like this…

If you owned your own company and hired a person who said they would do something about a problem… But after one, two, five years, that person failed to solve the problem, wouldn’t you let them go? … I strongly believe most people would have fired that WRONG employee by now!

Here’s what you need to know:
You’re paying for promises that haven’t been kept and work that hasn’t been done…

And I’m deeply concerned about this problem in the wonderful District where I grew up.

Why waste TWO MORE YEARS?! … Right now, let’s start bringing honest, meaningful employment to the 51st District – really good jobs!

You can do it in 2018 by voting for…


It will benefit everyone – you, our children, our community, the rest of California, and the whole country. Of course, there will always be a small minority that needs some help… but that should be the exception – not the norm! Let’s get the District back to work, so its great citizens can be self-reliant and able to provide and care for their families.

Moving forward TOGETHER with a spirit of excellence, we can – and we will – create more jobs for you and our children. We’ll do it the right way: Through free enterprise, individual initiative, and limited government interference.

We’ll make a prosperous 51st District for our children and you!

Hire “THE RIGHT JUAN” … It’s time!



Friends, a great education is paramount today… All our children must have quality schooling, designed for the future, so they can provide for themselves and their own families.

They need the tools to achieve top performance and to succeed in increasingly competitive markets.

It’s time our children have the same academic opportunities provided north of Interstate-8 in San Diego!

Why is “The Wrong Juan” allowing children in economically disadvantaged and underdeveloped areas to receive an inferior education?

After six long years, it’s obvious…

He’s content with only 68% of our youth earning a high school diploma – while the national average is 84%!

(U.S. Census Bureau, 2016, and U.S. News and World Report, 2018)

He’s satisfied with only 13% of the District’s children earning college degrees – less than 40% of the national average of 34.2%!

(U.S. Census Bureau, 2017)

I’m not satisfied with any of this nonsense. Our children deserve better!

Every child is important!

1. If we demand more for our students, we’ll get results.

2. Together, we’ll provide our youth with an education to equip them to prosper in our ever-changing world.

Brief history:

I was raised in the 51st District. Statistically, I was not supposed to be able to progress far enough to receive a college education. I’m proud to say, I’ve earned two college degrees through hard work, perseverance, and leaning on great teachers and mentors.

The incredible people of the 51st District influenced me in the same way we need to support today’s youth: I want them to have the encouragement that pushed and inspired me to achieve academic excellence and, eventually, pay it forward.

To do this…

The District needs a PROVEN LEADER in Congress.

As a retired United States Marine Corps Sergeant Major,
that’s exactly what I am and what I will do for the 51st District.

I want all citizens of the 51st District to feel certain their homes, neighborhoods, schools, and churches are safe… and there’s nothing more important than the safety and well-being of our children.
Recently, we’ve sadly seen the need to act more decisively on issues of public safety. This is especially true because the 51st District includes the entire southern border of California, the U.S. border with Mexico.
To stay safe, we must be strong in …

1. National Defense
2. Border Security and Immigration Laws
3. Support for Local Law Enforcement

1. I KNOW National Defense.
I devoted my 31-1/2 year career in the United States Marine Corps to the defense of our nation, our Constitution, and our people, in times of war and peace.

I served four “combat deployments” out of a total ten deployments.
I earned the highest enlisted rank possible – Sergeant Major. (Only 2% of enlisted Marines achieve this rank.)
I served for two years at Joint Task Force, Guantanamo Bay, Cuba (GTMO).

GTMO houses the most dangerous terrorists on the planet. I’ve looked them in the eye and I’m not afraid to do everything needed to keep you, your family, and all the citizens of our District safe.
National Defense is at the core of my being.
I’ll fight for it.

2. Border Security and Immigration Reform
Border security is critically important to the security of the United States.
Earlier this year, I toured the border with Senior Border Patrol Agent Chris Harris, who has 24 years of service with the U.S. Border Patrol.
We spent five hours viewing and discussing the dangers and solutions for securing our Border.

Here’s what I saw and heard…
• Acres of land where illegal aliens hide in river vegetation for many hours, waiting for our Border Patrol Agents to “change shifts,” so they can run and climb the low fence and enter the United States.

• He showed me “Smuggler’s Alley,” where drugs have come into America.

• I spoke with heroes – Border Patrol Agents who keep watch alone for 8 to 9 hours a day to keep us safe. They showed me what’s going on and shared their concerns.

We need:
• The WALL. “Good fences make good neighbors.” This is NOT a racial issue, as some may think. It’s a national security and public safety issue… at this time, our border allows terrorists, criminals, and drugs to enter the United States.

• End “catch and release.” Instead, detain those attempting illegal entry and return illegal aliens to the country they came from.

• End “chain migration,” in which a single immigrant can bring in virtually unlimited numbers of extended relatives. Instead, focus on immediate family by limiting sponsorships to spouses and minor children.

• End the “visa lottery” and replace it with a merit-based immigration system – “one that admits people who are skilled, who want to work, who will contribute to our society, and who will love and respect our country” (President Trump).

3. Support Local Law Enforcement
I recently encountered an older woman who asked me to stop and pray with her a moment. She was deeply concerned, especially considering recent criminal acts which have led to the unexpected loss of innocent American lives. We prayed. Then she went on to tell me she did not feel safe in her own home after dark.
Children are afraid to go to school, and parents are hesitant to let their children go to the park.
That’s no way for Americans to live!
Our local law enforcement officers are putting their lives on the line every day to keep us safe…
We must support them in every way.

I’ll work to keep you safe!



The Hidalgo Family is very involved with church and the community. Both Juan and Fran have spent many years serving on church and school boards. The entire family has spent many years working with Toys-for-Tots and feed the homeless ministries in San Diego. In order to have a better appreciate for our Country and to better Serve God he and his wife, Fran, have sent all three of their children on mission trips abroad. As a matter of fact one of the Hidalgo children is currently serving as a college student missionary. For the last seven years each summer the Hidalgos’ have opened their home to student missionaries. These student missionaries were working for Jesus at the same time their hard work helped with the cost of their education.
